CRS issues new report on Medicare and health reform

The Congressional Research Service has released a new report summarizing the Medicare provisions of the Affordable Care Act (ACA). The report, “Medicare Provisions in the Patient Protection and Affordable Care Act: Summary and Timeline,” highlights important changes to Medicare as a result of health reform and also marks key dates and deadlines required by the ACA.

CRS releases various reports on health reform

The Congressional Research Service (CRS) has issued three reports on specific aspects of the Affordable Care Act (ACA). These reports address (1) upcoming rules and actions required by the ACA; (2) the Federal Government’s involvement in private insurance premium and rate review; and (3) Community Living Assistance Services and Supports (CLASS) Act provisions.

CBO finds repealing health reform would add to deficit

In a letter to Speaker of the House John Boehner, the Congressional Budget Office (CBO) notified Congress that the recently-introduced bill aimed at repealing the Afforadable Care Act (ACA) would add approximately $230 billion to federal deficits during the years 2012 – 2021. CBO also estimates that the bill, H.R. 2: Repealing the Job-Killing Health Care Law Act, would increase the number of uninsured Americans by 32 million over the next decade.

Congress modifies tax credit provisions with SGR fix

The Senate and House have passed legislation amending Affordable Care Act provisions concerning the amount that must be repaid by those receiving subsidies to purchase insurance if their income goes up during the year. MedPAC urges tighter performance measures in ACOs

In a letter to CMS Administrator Donald Berwick, the Medicare Patient Advisory Commission urged that the agency establish Accountable Care Organization demonstrations through the Center for Medicare and Medicaid Innovation that not only provide bonuses to providers for improving outcomes at reduced cost, but also penalizes those that fail to do so.

CRS issues memo marking key deadlines in first year of health reform

The Congressional Research Service (CRS) issued a Congressional Distribution Memorandum summarizing all deadlines that require specific federal action within the first year of the Affordable Care Act (ACA). The memo focuses on provisions in the law that require action be taken by a specific date falling between March 23, 2010 and March 23, 2011.

GAO report examines Recovery Act FMAP

A new report from the Government Accountability Office examines the impact of federal funds made possible by the Recovery Act to expand Medicaid enrollment. “[N]early all states and the District reported using the increased FMAP to cover increased enrollment,” the GAO writes, “which grew by 14.2 percent nationally between October 2007 and February 2010.”

GAO determines HHS did not violate law with Medicare ads

In a letter to Rep. Darrell Issa, the Government Accountability Office explains that HHS did not violate the prohibition on using funds for “publicity or propaganda” when it produced an aired three advertisements on the health reform law’s changes to the Medicare program.

CMS proposes rule on nursing home civil monetary penalties

The Centers for Medicare and Medicaid Services has proposed a rule that will govern civil monetary penalties on nursing homes under the health reform law. CMS is empowered to place fines collected in an escrow account, which will be returned with interest if a nursing home successfully appeals.
